Are hobbits a race of men or a different race entirely? in which case who created them?

Well, Tolkien wrote that Hobbits were related to Men, so they might be argued to be a distinct sub-race of humanity. They would probably be counted among the Secondborn of Eru and would have shared the Doom of Men.
