The Three Rings of the Elves were never touched by Sauron and do not contain any of his power. However, they were made with the craft taught to the Elves of Eregion by him and were tied to the power of the One Ring through that craft.
The Seven and the Nine were made under Sauron's direct supervision. Even so, I am not sure that they actually possessed any of his power, They might have, and that might be why they corrupted those who wore them.
I'm mostly wondering if Sauron had to give up some power to forge each ring, though they may not have given any of his power, maybe they required it to make.
@Dungeonwyrm Well, the other Great Rings were not forged by Sauron alone (and the Three, not by him at all). The Rings must have been invested with some amount of power from their makers. In the case of the Three, that would have been Celebrimbor. For the rest, Sauron might have placed some of his power into them, but I cannot say for certain.
