Gil-galad. He wisely rejected Sauron/Annatar, recognized a growing threat to the Elves, and asked Numenor for aid. He may not have had the glory of his kin from the First Age -- although he was greatly honored himself -- but his kingdom outlasted all of theirs.
It seems to me the members of the house of Finarfin are the best leaders.
@Niphredil3791 As far as I'm concerned, Gil-galad is still the son of Fingon, and therefore from the House of Fingolfin. I've explained elsewhere why I'm sticking with the printed Silmarillion as my canon.
