The Avari were considered rustic by the Eldar, yet they were still more advanced than Men. That would hold true for most Men, but would that be the case for the Dunedain? The Dunedain's ancestors had extensive contact with the Eldar and perhaps (in the early Second Age) even the Maiar. Numenor was one of the major powers in the Second Age, and its culture flourished even after its drowning.
Some Wood Elf kingdoms like Mirkwood were ruled by the Sindar, but there are other Elven realms that didn't have contact with any of the Eldar and didn't benefit from their knowledge.
So would the Dunedain be considered more cultured than these Elves?
I'd say that the Dúnedain would generally be thought to be more advanced as the Avari maintained a very simple lifestyle, even those who eventually came to inhabit Mirkwood and Lothlórien.
