I think Morgoth would still be more powerful. However, given that Morgoth expended so much of his energy on corrupting the earth, there may not be a huge discrepancy in power level between Morgoth at his weakest and Sauron at the height of his power (i.e. wielding the One Ring).
@Dungeonwyrm Almost certainly. Melkor at his height was the first and most powerful of the Valar, who themselves were the most powerful of the Ainur. Melkor was to the Valar as Lucifer was to God's angels.
In my opinion, Morgoth existed inside of Souron, that Souron and Morgoth were the same. Yes; Morgoth was a being, separate from Souron, but Souron seemed to continue Morgoths lineage, utilizing his power and made it his own.
To me it's not a question of whom was more powerful, it's a subject of interpretation; meaning they, Souron and Morgoth, both succeeded in dominating Middle-Earth with terror, so one can't say one was more powerful than the other. One just continued a journey of evil and perpetuated what Morgoth had started.

But if Morgoth were at the height of his power compared to Sauron at the height of his power, would there be enough of a difference?
