Why was saruman never trusted with a ring of power like gandalf was?

It was Celebrimbor's, then Gil-galad's, then Cirdan's, then Gandalf's.

I thought that Cirdan was friends with Gandalf, and entrusted him with Narya before he left for Valinor.
