@andrewlaubacher That works too. The original Warhammer books said you could even use coins and other stuff to represent your units. Not that GW would recommend that nowadays.
The strangest method I heard about was using candies for troops. Then you could eat the enemy after you killed him!

You can always use paper miniatures if you're worried about the cost.
Heck, I even know of folks who have gamed using Lego mini figs.
