Bilbo after The Hobbit was considered odd, but before was he considered respectable or was he still considered strange (even in 2941, just before Gandalf and the dwarves show up)
In The Hobbit, at the start in chapter one, it says, " This hobbit was a very well -to -do hobbit, and his name was Baggins." It then goes onto say, "The Bagginses had lived in the neighbourhood of The Hill for a time out of mind, and people considered them very respectable..."
Belladonna Took (Bilbo's mother) and her two youngest sisters were considered a bit strange in their youth, but they became more respectable after they married. Belladonna, however, was friends with Gandalf the Grey, so there was probably still a faint aura of potential scandal about her.
