In my opinion the Scouring of the Shire was an essential component of the book, showing how much our four Hobbits have developed through their experiences. It illustrated how no part of Middle-earth was immune from the effects of the War of the Ring. It also provided closure on the story of Saruman and Wormtongue, though Peter Jackson resolved that in a different manner in the films.
I understand, though, why the Scouring was cut from the films; they were already quite long and it might have taxed the patience of viewers.
