Yes, in the same way that a Teleri Elf who has never traveled to Aman is also considered to be Eldar.

I guess it also depends on how you define High Elves. I consider Noldor high elves whether or not they actually saw the Two Trees; later generations are grandfathered in. The LOTRO MMO considers only the elves who saw the Two Trees as high elves.
Sindar and perhaps the Nandor not High Elves because they never reached Aman. However, they are considered Eldar because they at least began the journey, and the Sindar had a Maia queen and a High Elf king.
Aw ya ok so it's more broken up by blood or lineage as opposed to witnessing the light of the trees. Or maybe the benefits of the light are passed on in the blood. That clears up the category for me alot man it was a bit hazy for me thanks a million 😃
Well, all High Elves are Eldar, but not all Eldar are High Elves. Don't know if that helps you any.
